Herbert Leitold is Director-General of A-SIT (Secure Information Technology Center – Austria) where he also served as Secretary-General from 2015 to 2021 and before as head of technology assessment since 2002.
I am an Austrian Member to European and international expert groups like the eIDAS Cooperation Network, the eIDAS Expert Group, or the Management Committee of the Common Criteria Mutual Recognition Agreement.
I hold a master in telecommunication and informatics (1996). My professional career started 1990 as test technician at austriamicrosystems (until 1994). I have been research assistant at Graz University of Technology from 1995 to 2002. In 2002 I joined A-SIT as head of technology assessment and 2003 Stiftung Secure Information and Communication Technologies (SIC, until 2022). From 2005 to 2012 I also was director of the E-Government Innovation Center (EGIZ)
My research interest is in IT Security, in particular interest in electronic signatures, electronic identity, and e-government.
I contributed to several European research projects and initiatives like SCAN (as coordinator), the European Electronic Signature Standardisation Initiative (EESSI, as co-editor of Common Criteria protection profiles for SSCDs and HSMs), I coordinated technical security standards in the Council of Europe Integrated project on legal, operational and technical standards on e-enabled elections. Since 2008 I worked in several EU Large Scale Pilots like STORK on eID (WP leader on new technologies, pilot leader on integrating with the European Commission Authentication Service ECAS, and Member States Council co-chair), and as Austrian national coordinator to the successor LSP STORK 2.0 and as national coordinator to the LSP eSENS. Some further European projects I worked in are Cloud for Europe (WP leader on pre-commercial procurement preparation) and SUNFISH (WP leader on requirements identification), technical leader of mGov4EU and Austrian national coordinator in the Large Scale Pilot POTENTIAL on the European Digital Identity Wallet.
I published more than 60 scientific articles in conference proceedings, scientific journals or books. I have given about 150 presentations at conferences or workshops, several as invited or keynote speaker.
