Isabel Skierka is the program leader for technology policy and a researcher with the Digital Society Institute at ESMT Berlin. She is part of a the accompanying research team of EY, Nimbus, and ESMT consultants and researchers who support the German Ministry of Economics and Energy with the monitoring and strategic implementation of the innovation programme “Secure Digital Identities”. Isabel is also pursuing a PhD at the Ragnar Nurkse School of Innovation and Governance at Tallinn University of Technology in Estonia in which she explores risk management in digital government and digital identity management.
Prior to joining ESMT, Isabel was a research associate with the Global Public Policy Institute (GPPi) in Berlin where she helped build the institute’s digital and technology program. Isabel has also worked at NATO as a Carlo Schmid Fellow, at the European Commission’s DG Connect as a Bluebook Trainee, and as a visiting researcher at the Institute of Computer Science of the Free University of Berlin. She holds a master’s degree from the War Studies Department of King’s College London and a bachelor’s degree in European studies from Maastricht University.
